Cs go has a very good market that they sell valuable knives and skins that you can use ingame. This makes it more interesting, You can bet skins and make profit. If that didnt exist in cs, it porbably would be that popular. LoL has champion skins but they are not that valuable compared to cs. If you riot want more players you can add a market. With rare skins like i dunno.. cs riven or any rare skins that we really want. Now its no hope if you want rito squad singed.

I can see how a market would be useful. Riot can charge a fee to trade on the market so they still make their money. I do see potential for abuse. Imagine this scenario:

Create a smurf account. Level the smurf to Level 3 and get 400 RP free. Buy a 750 RP skin that is on sale. Sell that skin to your main account for dirt cheap. Sell the skin again from your main account. Repeat.

You mentioned the legacy skins that you can't buy anymore. Many of those are available in mystery gifting. I know you never know what you will get and you have to get a friend to send you a gift, but it makes it more exciting when you randomly get a legacy skin. It wouldn't be as fun if you could just buy it.

That's my two cents worth. a market would be useful, but there is a lot of abuse potential.
