Is it just me, or is Ivern terrible...
Hes easily counter jungled...his CD is long, and he cant really do much unless everyone else around him can use his utility right....He just seems so bad too me

Easily counterjungled? Maybe you're missing the part where he can smite a whole camp to evacuate them instantly?
If you're talking about getting into a fight with enemy junglers, then yeah, he's not very good, but he's a support. He amplifies the menace of his team. He's not supposed to zip around and one shot enemy champions like an assassin.
The problem with supports in general is your allies have to know what the support does and be ready to make full use of the buffs they provide, and Ivern is no different. And in this current environment of League, where even the most basic knowledge is being lost, supports in general are seriously hurting.

Ivern is shit because out of all the junglers, he is likely the most dependent on your team actually doing stuff. That's basically a death sentence in solo-queue. Hell, it's basically a death sentence even with a dedicated duo-queue. You basically need your entire team to be well coordinated to get the most out of Ivern.
he's the fastest counterjungler in the game when he has smite. He also hits level 2 faster than any other jungler in the game and requires no leash. He's pretty good imo.
he requires good coordination, also he is a beast at counter jungling, so there is a bit of trade off
