RoA used to be so much better. The passive's better now but I'd take the extra 20 AP and mana any day. Morello seems like a stronger choice on nearly everyone now and helps shut down ADCs late.
RoA takes time to stack and doesn't have an active so I'm not sure why its stats are surprising to you.
gold efficiency isn't the end all be all.
You realize RoA has to stack, right?
A) RoA used to be stronger and wasn't really OP it was a strong buy, but there were much, much heavier outliers.
B) It has to stack over 10 minutes. Compare that to the instant gratification of every other item in the game barring Tear items.
C) Most items are over/at 100% gold efficiency before their passive.
D) Many items are stronger than RoA atm.

What are you even upset about?
The mana on an item that gives mana isn't going to be useful on champions that don't use mana. So its less gold efficient when you don't count the mana.
ROA is too stat efficient right now imo. Hasn't been adjusted for its new passive.
I don't think kennen is weak
Play manaless mages cause I can take them top where they're suppose to go as usually tankier for their builds/playstyle is a bit more disruptive on the enemy team.
