Can we bring mana back?

I understand it's fun to just mindlessly spam spells with no repercussions after getting 1 900g item, yeah LCS big playz and all, but please every champion being resourceless is just not fun anymore.

While the "actual" resourceless champions are usually gated by energy, cooldowns or something of that nature you have these champions who are supposedly gated by mana spam their skills 24/7
