revert swain's q and e?

right now swain has the most unreliable kit in the game when they changed his q into a rng machine and gutting leveling his e so you have to max q first. he already has the longest cooldowns in the game and landing his w is impossible on any champion with mobility. he should have some sort of consistent damage.

swains old kit has much more reliable damage. he maxed e first and old q was instant, which hit through invisibility/pool/pole. swains new q doesn't hit through invisibility/pool/pole, cannot even select which target, and 100% rng when using its wave clearing since it ticks so fast and does little damage. its also NOT instant which means somebody with a dash or can flash to completely avoid the damage, which means against champions with mobility, only your e damage is going to hit them, which does nothing since you're leaving it at level 1. he also can't last hit under turret anymore since e + auto can't finish the minion, q + auto is hard to use, and you can't toggle your ult on and than off instantly. he already gets outtraded due to his long cooldowns and easily avoidable damage, and you're automatically pushing the lane if you use q.

he straight up gets dumpstered on by many champions who are easily able to avoid his q damage while standing in his q, like kha with his ult, vlad pool, fizz pole.
