Low Ping, high fps insane lag

2 days after the 7.11 i've been experiencing insane lag, it goes from trying to move and being unable to or delay in everything i do, dead minions still attacking, dying in towers while im totally alone, or dying and being able to move to then respawn in base and dying again and finally respawning.

I've tried the following :

-port forwarding -antivirus -ccleaner -disk cleanup -reinstalling LoL -restarting the pc
