Supports are drowning in CDR
I brought this up back in 6.1, when they scrapped a bit of mp5 in favor of more CDR for supports and got a few looks but no discussion. Hopefully with the recent mage item changes other people have started to notice the issue. I'm seeing this from a support perspective, but I can imagine Mages are starting to feel the effects.
Let's say I'm Sona. Being the good support that I am I'm going to get a gold Item and a wardstone. Personally I'm going to take the Spellthief path and combine them into an Eye of the Watchers, but you might go FQC or even Ancient Coin into Talisman. Either way you're going to end up with 10% CDR. Cool, we like CDR, right?
Now I'm looking for my first big item, and as a heal/shield support the new Athene's is looking pretty sweet. More healing, more sustain, some MR, and It even gives me another 20% CDR, bringing me up to 30%. Woohoo.
2 Items down and I'm already sitting at 30% CDR. Being the healy/shieldy type of champion that I am, I could really put those Ardent Censor buffs to good use. It's got more AP, more mana, and look, it even gives me exactly enough CDR to hit the 40% cap!
So here I am sitting at the 40% cap already with only 3 items. Let's look at some other stuff I might have wanted to buy, either useful support items are things that would just be useful to Sona's kit.
- Lich Bane- Sona's longstanding goto Damage item. Now gives 10% CDR that we don't need. What a waste
- Banner of Command. Useful pushing tool. Not so useful 10% CDR wasted.
- Zhonya's. Standard counter to dive-happy opposition. Now with another useless 10%
- Abyssal Scepter. MR and AP for me, MR reduction for my friendly AP carry? 10% CDR.
- Iceborn Guantlet. Lich Bane's tankier cousin. 20% CDR
- Frozen Heart. Great AA defense. Sorry team, someone else has to buy it, I'm going Randuins since I don't need 20% CDR
- Spirit Visage. Great for AP defense and even more sustain. And more wasted 10% CDR
- Ohmwrecker. Niche item, HP, armor, active good for diving or pushing. Going to stay niche, don't need 10% CDR.
- Locket. Defensive alterenative to Banner. Same wasted 10 %CDR.
- Zeke's. Strong stats and passive for wining trades in lane. You might have rushed it already. 10% CDR
- Ionian Boots. Summoner Spell cooldown seems cool. Not that I'll get to use it without wasting another 10% CDR
If I want any combination of these items I'm going to end up with anywhere from 10% to 50% wasted CDR. Even if I substitute one of the other items I had planned on building, I'm still likely to hit that 40% cap hard and fast.
Granted not everyone is going to go Athene's/Censor, and there are plenty of items that don't give CDR, but so many of the items your team might need you to pick up have far more than you could ever use. It just doesn't make sense to give so many useful items relatively large chunks of a stat that you are likely going to cap with your core build anyways. It feels like CDR is being used as a filler stat to buff up an items gold/slot efficiency without regard to the diminishing return of having so much of a capped stat in so many places.
Hey supports, look at all these great items we're giving you. Haha, just kidding, they're only stat efficient in a vacuum.
: It doesn't give ms to allies anymore but if you want to setup a play it can still be usefull.
: Works extreemly well on supports when you need siege.
: Decent or some engage supports actually.
Other defensive items:

to cap the cdr early.
