He is currently sitting at around a 50-51% Win Rate across all ELOs. Do you guys think he needs buffs or what? He is currently not over or underperforming in any way. The only difference is now you don't max your W with it instead having a scaling that allows you to rank it once and then max your other abilities in majority of match-ups.
