Can someone tell me how Quinn is balanced?

I'm a Diamond 1 ADC main, and was obviously very excited for the marksman updates. I felt that Quinn was pretty balanced on release. Can someone explain to me why they changed her Q, and how it is a balanced ability? Besides the fact that she has a constant Rammus Q activated while ulted. Playing against Quinn is the most oppressive, anti-fun champion I have EVER played against since release Darius or Zyra. Does anyone else agree? Or am I just shit? Thanks.

Quinn is, and always has been, a top tier duelist that can make an ADCs life hell. moreso before her update, where she could jump on you, make you do no damage, and then 100-0 burst you in under a second. Do you try and 1v1 a Vayne, Yi, Tyrndamere, or Fiora? No, you don't. Quinn goes in that same category
