Will there be a BETTER justice system in the OCE region?

What the title says. Currently there is little to no tribunal or justice system in the OCE region, which to me is extremely frustrating because you know nothing is gonna happen to the reported person. I think someone stated that there is no tribunal system for the OCE server because it is too small which i think was said around the creation of the server. It may not be top of the priority list but i just want this to be heard in the NA boards because the OCE one is literally close to deserted.
