How RIOT is suppose to balance Vladimir

First I want every one who will comment or rate the post to read it all, before do that!

Vladimir is hard to balance champion, because he is master at sustain I know that(more than a 1000 games with him). Even when he had more than 80% ban rate his win rate was 48/49%, but when some other champion has around 80% ban rate their win rate is above 50%(Swain - 58%, Hecarim - 56%, Sona - 57% and many more), except Nidalee but in lower elo they don't know how to snow ball with her that's the reason but now she little struggle too(but the post isn't for her). They nerf his base movement speed so we will not touch that. I think if they give him more damage will good but will make him too overpowered.

Riot can buff Vlad's AA range to 500 (or more, but I think more will be too op), but with that they must to buff his W, make it bigger or make the movement speed boost higher. You can remove self slow on his E or make Q movement speed boost for 1 or 1.5 sec. You can lower some of his CD, because on early levels they are very big, no other low range mage[even champion(some ad champions have big CD but they can do a lot of damage with their AA so it's not the same)] have so big CDs, most of them have some rests or something. I know you will say that he will have too big of sustain if they lower his Q, will be too hard for gangs if they lower his W and will do too much damage if they lower his R, but his E take's from his HP if he spam it too much he will kill himself(he will not suicide, the enemy will kill him when he have low HP) and if he spam it too much hi will be not able to sustain with his Q.

Riot try those thinks (if you do all of them I will like that but will be very OP and the game must be balanced), so try them. If you have something else on the table it's good. Those are my thoughts.
