Lvl 30 accounts shouldn't be allowed to queue without a full mastery page

I had to sit through a god damn slog of a match where an unranked cait came into my match where her mastery pages were literally EMPTY. Not a single mastery. None.

They completely fed their lane and somehow lost to a kallista support, and when we tried to surrender we were forced to stay in the match because she was duoing with their support and refused to surrender.

Oh, and they were both unranked in a match full of silver people. Your match making is shit.
