"Give and Take Items"

Dear Riot, I have played league for sometime and I was thinking one day that there should be "Give and Take Items" I don't know all the details or how it would affect the game style, play, ect,

Here's and example the item would give 10 Attack damage and you lose 50 health.

I know that is a very vague description but I'm just pitching ideas to the wind here. It would be cool if you put some items in a PBE for sometime.
