Lethality not going over 30 bug

so I have 24 base lethality from Runes, then with Precision perk it reaches 24+ 6 = 30. that's it it never goes any higher yet according to mastery guide it's suppose to gain 1.2 every level, instead im level 18 still with 30 armor pen/lethality

any way to fix this?
