Fix LeBlanc Chains

This is ridiculous.

Someone must have been on drugs when they thought that making Leblanc's chain's essentially unbreakable in standard circumstances was a good idea. Unless she hits you with a high range chain, you aren't getting out of it without use of a QSS or cleanse. The distance you need to be away from LeBlanc in order to break her chains is a little bit larger than Morgana's ultimate..

On top of this, the Hitbox for her chain's are just as bad. I have no clue why they felt the need to change the hitbox that was previously in place seeing how there was nothing wrong with it. Now it seems like if you throw a chain out and you miss by a little bit it still hooks onto your target, I've seen the same thing with the new Fizz ultimate.

I'm aware this is just me complaining, but regardless I've heard countless people stating the same issues I am. Her chains need to be fixed, they are completely broken.
