Is Gangplank going to be left untouched for long?

According to stats, GP's winrate is still super high despite the Kleptomancy nerfs (even though it doesn't change too much for him, since he's melee). For example, on League of Graphs, he has a 16% pick rate and 53% winrate in Plat+, and he's getting banned in a lot of games too.

The problem is that even if he hard loses early game, he just comes back with a full Triforce at minute 12 and starts wrecking people like he is 10/0. I know that the problem is probably Kleptomancy and not GP himself, but as far as I understand Riot is not going to get rid of Kleptomancy anytime soon, so he might deserve the Ezreal treatment.
