I'm willing to admit that Vladimir is op

Building full AP, I can deaI twice as much damage as our carry. Vladimir, without mana restriction, low CDR builds + low CDR scaling, 100% AP ratio on his E, makes him so stupidly op, I'm really afraid he might get nerfed again.

As for building Executioners Calling + Morello and taking ignite. I'm willing to bet it doesn't do much to hurt him.
