Bellows breath is just too instant

Since 1st tick is instant, it applies all it's damage and the debuff in 0.6 seconds.

It really feels that ability that strong (20% max HP + negative tenacity + potentially another 13% HP) should have some meaningful counterplay, especially since it doesn't have high cost or cooldown.
