Yes it is true. Wait a few weeks and then a pure solo queue will be added. So just wait to play ranked until then.
Riot's ranked system has gone to shit, plain and simple.

98% of the time the system will place 5's premades with other 5's. The percentage Riot gives for smaller premades, I do not know, I haven't seen them mention it.
No, it shouldn't happen. Riot made steps to have matchmaking only match premade 5s with other premade 5s almost everytime.
