Lottery pick? Can we call it what it is...

So in these game modes where you have the "lottery" pick, i'm curious why it really isn't a lottery pick. In a lottery everyone at least has a chance, whereas in your "lottery" picks if 3 people choose the same champion then it's automatically picked and the other 2 people are just left out in the dry. If a trio que comes along they just pick whatever they want and it's not even fair to the other 2 people. I'm curious if there was somewhere that they explained why it is this way and why they want to screw the other 2 people. I'd at least like to have a chance that I get to play the champion that I want to, even if it is just a 20% chance. Thanks for hearing me out.
