Garen's ultimate doesn't refresh.
Darius's shouldn't either. Compared to Garen whose ultimate deals less damage to anyone who isn't a tank and can be defended with MR as long as you're not the villain, Darius's ultimate deals true damage no matter who you attack, and along with his passive's unmatched AD steroid deals upwards of 1000 damage to its target mid game with as little as 80 AD actually in his build. So that gives it the potential to do around 5000 true damage to the enemy team using a targeted ability, and at level 16 it no longer has a cost or a cooldown. Meanwhile, Garen is subject to both the villain mechanic and the cooldown of the ability. It's no secret why Garen sees so little play compared to Darius despite their similar design. (the fact Garen's healing is meaningless while a fight is happening also adds to it, of course)
All I'm asking is for some consistency.
