New patch made veigar jungle possible

Veigar jungle previously have always struggle to counter jungle. With the new Q, veigar can easily skillshot into the dark and kill big monsters while hitting the small ones at the same time. The new E require some learning but do create some strategic play. Will comment again after some more testing.
