Did Riot remove input buffering?

I've been playing more Annie lately, and something I've noticed is: I'm no longer able to input buffer Tibbers. This might also be the case with Q but I'm unsure. Is this happening to anyone else? Whenever I try to input buffer Tibbers, I will Flash and Annie will just stand there and do nothing. I have to manually recast the spell for it to work.
