Sometimes it is stronger, usually if you have less armor, but that is sadly still the way to go, because your 16k build wouldn't have 8k stats stripped.

It's pretty sad and removing 5 pen from youmous isn't going to fix penetration stacking

I have a feeling that somehow Riot are confusing lethality being string with penetration stacking being strong and will not address the issue. At least hafl the whine threads on the frontpage of the boards are about penetration STACKING being too strong. Yes im happy they are looking into lethality but that wont fix the stacking issue A start would we to revert to the season 2 and before way of applying penetration, and making black cleaver really only an attractive option for its intended users. flatpen before % pen in calculations

As for lethality, making it start at 0.6 was so dumb, we have twice the lethality we once used to have, and can get like 50 from runes masteries and youmous . . . 0.6 is way too high i think 0.4 was actually balanced for how much lethaility we can get. but since people were unhappy with 0.4, perhaps 0.5? maybe with lower maximum amount of lethality will fix that?
