The only way to be chat restricted for 100+ games is to first be restricted from 20, 40, and 60. They do not stack so, logically you have to know how to use the chat system. Also chat restriction is not complete silence so you can still flame your team.

Report abusing isn't a punishable offence, like Warrior said the system punishes people based on reports, there is no this kid reported me so i'm reporting him back penalty. If the system deems a player to be breaking a rule then it punishes them. If you have a problem with being reported often then you must be doing something wrong, since the report option of Unskilled player does not punish you.

If you're really having an issue with people being mad at you for picking a champion you like to play, which i find highly doubtful unless you're playing like
adc in ranked, then play that champ in bots or customs. Honestly if you want to PvP blind pick normals is a good que that allows you to play what you want since most people don't care in it.

Unskilled player is not a punishable report for the system, if you're talking about your teammates flaming you, then you'll just have to practice in bots. We were all once low levels and new level 30's its something you'll have to accept if you want to improve.

I've never heard of this being an issue, unless you say "Hey i'm muting you" in game no'one will know that you muted them, thus no punishment from player
side, and i know for a fact that the game does not punish you for muting people.

There is nothing you can do to stop a 4 man grouchy que, unless you play with your own friends.

Don't steal someones blue/red buff if they are the jungle, the buff isn't yours its given to you by them. If you steal it on accident by leashing, leave earlier the jungler wont die to a leashed buff level 1. If you're the jungler and they want the buff you don't have to give it up, you have smite just smite it, if they have a problem tell them they can have the next one or some shit.

I'm gonna assume with this one that when you're defending yourself that "punishment" is someone flaming you, that isn't punishment in the first place, there are no consequences for defending yourself. If they are flaming you for something they think you did wrong, then acknowledge them if it was an actual mistake, "Yea that was my bad I won't do it next time." If you made an error and they get irritated and you charge back with "Stfu up you fucking moron i did nothing wrong." Then naturally there will be conflict.
Concerning bringing back the Tribunal or having a Rioter go over ever report, we must first look at the logistical aspects of those choices. The Tribunal relied on the community to go over each report and decide whether or not to punish the reported party. Usually this took an ample amount of time since the cases required a large amount of reading the logs. Many players would just blow through reports hitting punish or do not punish at random to get the rewards. Obviously this was unfair and needed to be changed, now a single Riot employee or even multiple Riot employees reviewing every report? Are you kidding? League is the largest game in the world, with an average of 67 million players monthly, no'one has the time to go over every single report of every single game. It just isn't practical.
There are definitely issues with league, however the ones you are being presented with are stemmed from your inexperience with the game in general. The only way to diminish them is to play the game to where you have a good knowledge of it. League has a bad rap for its community, I've heard "I love the game but hate the community hundreds of times," but every game, sport, event, hobby, or any sort of social exercise has their own fan bases. They have the bad crowd, and they have the good crowd, its all about finding people who you enjoy being around that also enjoy league, that's what makes this game the most popular in the world. The ability to play with friends easily and have a good time. Look at all these champs they have a smile, enjoy the game, don't form a grudge against it because when you started out you had a bad experience.
