Dont want to complain but how isnt malph broken

Both tank and AP have some of the best early games (especially against AD) pretty much the best Team fight in the game. Not that terrible split push cause one of the best 1v1s in the game and possibly half decent waveclear and AP Malph in particular can build the most broken item in the game ( ![item 3157](https://ddragon.leagueoflegends.com/cdn/16.11.1/img/item/3157.png) ). The "dont stand next to each other" is very unreliable in soloq so is there any factor that im missing out on here?
