When Choosing a VGU, What Possibilites/Issues Does Riot Prioritize?
Do they want to modernize a champion's kit?

Are they trying to find new potential for champions that could use it?

What about old champions that didn't age well?

Or are they trying to fix champions that had/have a bad kit in the first place? (Unfun, bugged, etc.)

Depending on what Riot likes to look for in potential VGUs, I think both

can be good candidates.
Pantheon has an old and simple kit, which has a lot of potential through a modernization. They can make him a real aspect of war. Jax, on the other hand, doesn't seem to have aged very well. His kit isn't flawed currently, to say the least, but his model is worse than your team comp in bronze blind pick. If I'm going to die to the person that may be the LEGIT Baron Nashor and not the knock-off in SR, I want him not to look like an eggplant while doing it.
This isn't to say that other champions don't need VGUs. Irelia, Mordekaiser, Galio, and Urgot all need their VGUs. I was curious about what Riot prioritizes with potential VGU candidates. As for champions I want to have VGUs, it's:
