Aftershock's cooldown should scale down with lvl

i understand that Aftershock's short cooldown was really strong on tanks or anyone with reliable CC and left very little time for counterplay, but 35 second cooldown in lategame is huge. Scaling it from 35sec at lvl 1 to 20sec at lvl 18 would allow users to have it up whenever they get into a skirmish.
