  1. What spell does this champion max?
  2. Do we value skillplay over "balance"? *"balance" simply meaning to put a champion that is out of play----> in play

What are the implications of this change in thinking?

  1. If changes occur in strong champions that can take over the game such as LEBLANC, buffs should be considered for her e which is conditional and skilled and nerfs should be considered for her w or q which takes no skill to apply.
