Not really. He's can get quite ahead if he gets ahead though.
He snowballs hard but cant do much if he gets behind
His early game has always been weak, the main thing is that if he stays even or gets ahead he snowballs really hard. The problem is that vs Annie (an early game monster) he has no chance of doing thing so he'll tend to look underpowered by comparison. Early game champions counter Kass in general (e.g. Pantheon, Riven or Cass).
