Why does honor not transfer regions?

I understand about elo not transferring, but why would honor only apply to a given region? Honorable in one region has the same meaning as honor in any other region. It's carries a value like elo, but I don't see why transferring it would hurt the other region.

If anything maintaining honor should be encouraged in all possible ways. Surely all regions want more honorable people.

It isn't competitive like elo is, so you shouldn't be punished for changing servers.

Not to be that guy, but honor does have different meanings in different regions (and at different ranks even inside the same region). What would be considered honorable at one tier is just expected in another one. Also, what constitutes punishable also changes depending on region, which means you could, without changing your behavior, lose honor.
