I want to get but is so COOL! Please tell me which one is better. Riven has no cost on any of her abilities but Pantheon was his R and E... and Q... AND W.

Get the one that's more fun. It looks like you'd enjoy Pantheon a bit more.

they are both really good assasiny duelist top laners/junglers i find riven a bit more enjoyable but pantheons ult gives him great map presence and he can bring ignite top since his ults a teleport

pantheon, nothing beats ulting bot lane brush and just getting a double kill against their over extended adc.
