Why doesn't Scuttle drop a soul for Thresh?

Large monsters supposedly always drop a soul on death, but Mr Krabs doesn't.

Any actual reason why this is the case? I can understand if it's a result of funky coding on Riot's path, but since it is a large monster, surely it should drop a soul. Right?

It's just one of those things that doesn't make sense, like Teemo dropping a soul. Come on Rito, get these souls right!
