Anyone else getting a good amount of lag after recalling, buying, and opening shop?

I have a good computer that runs csgo and dota2 at high specs with no problems, but in league when I buy, recall or open shop I get 5-10 seconds of complete frozen screen. This makes it really hard to buy and get back to lane, or buy and fight.

Me and almost anyone of my friends has this problem too. It's really a bad bug. But i don't think RIOT will fix it because it doesnt want to give a nice service to us. Only RP and Skins to earn more dollars every year.
