Ways to increase sales of Sion's new skin

I have a theory: If more people enjoy playing Sion, more people will buy the new skin! So, in an effort to make Sion more fun to use, here are ways to improve him without turning him into a mecha cheese:

1. Change his Q so that it releases at current charge when interrupted instead of canceling, and remove the reduced cooldown for interruption.
2. Adjust the reactivation cooldown on his W to 3/2.75/2.5/2.25/2 instead of 3 at all levels.
3. Make Death Surge remove slows when activated and grant slow resistance while it is active. Do not make it affect other forms of CC.
4. Reduce by half the delay when reactivating his ult before it detonates.

Those things, or a combination thereof would greatly help his fun factor without giving him any numbers boosts to damage/etc.

Bonus points: Mechs traditionally use lasers, so AP Sion should be encouraged! Please give him increased AP ratios for E and W. The current AP ratios are just noobtrap ratios. If you are going to have them there at all, then make them worthwhile. Otherwise, you should remove his AP ratios and use that budget to help him out in other ways. [zombie-nunu-hearts]
