Revert lux q penetration from 2 targets snared for 2 seconds to first target hit get's full snare (2 seconds) and 2nd target hit gets snared for 1 second.

Really aggravating having a lux 1 shot 2 people cause she got a double snare on them. Her q cc's for more than morgana q if you consider 2 targets getting the effect.

Neeko's E has no target limit, and roots for 3 seconds if it hits more than one target. It also travels faster.

The difference is in the per-target damage (both base damage and AP ratio): Neeko's root is the weakest, Lux's is stronger, and Morg's is the strongest.
