Minor Mordekaiser E change suggestion

Make Morde's E(Siphon of destruction) apply on-hit effects, that way he can use klepto and grasp effectively in lane. It won't really be much of a buff, but more of a for fun thing to open up more builds on him. inb4 3000 bugs
