I want someone tanky but do a lot of dmg

Can do AD.
Can do AP. (Rylai is busted)
Can teamfight.
Can split.
Can duel.
Can perma kite with rylai leading to her being a hard counter to mostly any melee champ that isn't named Olaf or Yi.
Exceptional gank potential.
Good counterjungler.
Excellent clear speed.
Is the easiest mechanical champion in the game.

The bad: Shes the most difficult champion to play in all of league. Not because shes inherently difficult mechanically, but because she's completely reliant on the person using her to be a MASTER of strategy, team organization and communication, awareness, and shot calling to be even mildly effective.
Amumu, Jax, and Gragas are probably your best options among those with the given criteria.

I'd recommend gragas, but it's not 3 patches ago anymore. I'd recommend evelynn, but IDK if you are methodical enough to main her.
Amumu. Relevant past lvl 3 the whole game. Good clear. Simple kit. Gamechanging ult. Stun and burst. Plus. Drum role. He is a tank. Love amumu. First penta with him.
Jax can go tank or/and assassin. Great clears and late game monster.
I'd shy against Evelyn. Not the easiest and if behind you are useless and just feed.
Greatest tank stats in the game (infinite scaling health on w passive)
Great late game (Never dies)
Great team fights (AOE CC up the butt)
Good ganks (Little slow but CC makes up for it)
