Can alistar get back some of his damage?

Ever since the alistar rework, I really just don't like how he lost soo much damage but gets mini stun. If his old E was a problem why bother making it his passive. His old passive was way better in every single way and his bonus AD on ult was much impactful than just a damage soak. Some champion have damage soak on their abilities, like Garen W for exemple. Alistar was never considered the highest damager dealer between Leona and Blitzcrank or Thresh.

I just want him to have higher base damage so he can help the ADC take down those obnoxious Janna Shield and Soraka Heals.
