Surrender bug?

I was in a Aram game when all of a sudden one of our players went afk in a corner of the map. Consequently we voted to surrender and the vote ended with 4/5 for surrender, the 5th person not having voted (the afk player, obviously). But when the timer for the surrender vote finally ended, nothing happened. We had voted 4 out 5 for surrender, but because somebody didn't vote at all we couldn't surrender. I'm not sure if anyone else is experiencing this issue, but i hope it's just a one time thing, otherwise can you look into it please, RiotGames?
