Syndra or Kat or Brand or Viktor

I really wanna get Kat but also want to get Syndra. I think they are both op but it's hard to choose honestly and brand also and Viktor as well. I have 4056 ip rn so I don't know what to do. Could you guys help me and help me decide?

Syndra is far from OP and she has a lot of clear counters. Play Fizz, or Kassadin, or Talon into her and she will be underfarmed all game. Syndra is extremely strong in the right hands, but it takes dedication to actually play her properly against good players.
