Why not make this jungle changes at the start of Preseason??

Now the Season has started and i have to deal with a complete new jungle. As a tanky Jungler with not so good clearing speed i have to completely change routes and gameplay now. I am still not sure how I have to play now to be successful again.

Why do I have to do this at Seasonstart?? Wouldn't Preseason have been the perfect time for that?
