Roit just stupidly overbuff champions and hardly nerf them

This is only my opinon, but I sometimes felt roit overbuff or rework a champion to a point where they just can't be countered. For example, cho gath, his Q has high damage with ap ratio, and a long range. The w gives u silence that last quiet long and the dmg is still bit too much. And his R, deals a very high true damage . Like cho cna just go half ap items and made him as tanky af and still can kills u easily early-mid game. I dont care if he's strong in late but there is hardly anyway to even beat him. Roit did nerfed him a bit, but his ration is still hight and the Q's range is still long and made impossible to poke him to much. Not to say even if u poked him a bot, his passive will just restore mhis hp back. Another example is garen, for his passive that restore the poked dmg, ult that easily deals 500-1000dmg late game, and his q removes his slow and w resist dmg. Even if roit is not gonna nerf them, at least they can make them take some good skill to play good like drven or riven or gankplank.
