i started playing that game in the beginning of season 4 . the developers care only about diamond and above rank . they nerf champions that win a lot on high elo . we can say that high elo have more experience and they know how to play so the developers nerf and buff champions according to high elo . but i dont know why the developers refuse to do something that fans of lol want . i have no idea why the developers removed rotating game mode . and i also dont know why these game modes are not permanent . i feel like the developers want people to play normal mode summoner rift or quit the game . i dont think that will make riot lose alot or cause an error . i dont have fun any more playing summoner rift . and soon i will get bored from aram . if urf is a permanent mode i would spend more than 20 % of my day playing it

They aren't permanent because there's not enough continuous demand for them to justify a permanent queue. There would be so few people at any given time that either matchmaking would be so off that challengers would be matched with unrankeds or hour-long waiting times for a game. By limiting their availability to only a few weekends per year they are able to keep them fresh and people's interests enough to have a healthy playerbase when they are available.
