Do Runaan's bolts proc last whisperer?
Does the 35% armor reduction apply to the bolts too? Also, does Wit's End damage contribute to lifesteal?

There's no... "proccing" that LW does... And why would magic damage work with lifesteal?
Last Whisper applies to all physical damage. Lifesteal does not apply to on-hit effects (except for Blade of the Ruined King.)
Last Whisper gives you 35% armor penetration. Any physical damage you do will ignore 35% of an opponent's armor. Runaan's bolts do physical damage.
Lifesteal specifically works only on autoattacks and on attack effect modifiers (Sheen, Nasus Q). Wit's End is an on hit, and thus does not use lifesteal.

- Yes, Last Whisper applies to all physical damage, so the main part of the bolts will still receive the boost, as well as any physical on-hits.
- Wit's End does not contribute to lifesteal, neither does any magical damage - even if they are part of your basic attacks.
