Does Bard Need a Buff?

I may be biased being a Bard main myself, but I think I am justified in saying that Bard is kind of weak. In the two years I spent maining him to gold, all I can say is that he is a roaming support who hasn't ever really stood out among the competition. Like, It feels like he suffers from the same issues as old Viktor. His kit looks great on paper, but feels underwhelming in practice.

This is just an opinion, but he could easily be relevent if his heal was better (or if he could place more of them.) Or if his journey gave allies something more than a hardly noticeable travel speed... Idk.

Anyone else out there play Bard or support? What are your thoughts? Agree? Disagree? What runes have you been using? Etc.
