Match Ups

I am pretty tired of ranked players last season getting placed in games with players not even level 30 yet. I just finished a game where a platinum season 5 player was in a game with everyone under level 25. Half the people playing didn't even have their keystone mastery. How is this pairing even possible? Completely ruins the game. Riot needs to fix this.
