Can Riot pls give Garen a real rework?

Atm Garen gets outclassed by anyone outside of bronze. I know riot wants to keep him simple,but doing so only brings harm to a champion. Maybe if you removed the passive health and made it so each tick of spin heals him for 3% of his hp and made his W more interesting. All I want is Garen to be viable atleast in Platinum Thank you for reading this.

Is he really that bad? I personally don't play him, but whenever I see my friends use him, they're pretty strong. They almost always have ridiculous health regen as the game starts to go on, and well, I don't know, he seems okay to me.
