Nerf ideas for zac

I really like zac for his utility and not rly for his dmg. I feel like he is part of the insta ban list because of his burst dmg he can do. . . .

remove move speed from his ult, if zac ults on wrong spot, he should be punished for it and not be able to make-up for it by the move speed.

decrease dmg on e, his percent dmg from w is good enough

increase slow duration or the slow % to make-up for the dmg nerf
