Alistar's Q and W cooldowns are too high early game

I think that Alistar's cooldowns on Pulverize and headbutt are way too high early game. I understand this may be used to balance out his large amount of CC, but this seems way too ridiculous:

Pulverize: 17 / 16 / 15 / 14 / 13 Headbutt:14 / 13 / 12 / 11 / 10

I'd like to suggest decreasing Pulverize's initial CD to at least 15 or 14, while reducing headbutt's down to 12. This would make sure Ali is more helpful for his adc early game while still keeping his CC under control.
